As a result of a grant application it submitted in October 2006 to the United States Department of Education (USDOE) Federal TRIO Programs, the Palau Community College Upward Bound Program (PCC-UB) has been awarded nearly $1.7 million to fund its activities for the next five years. According to the terms of the grant award, the PCC-UB will receive at minimum three hundred thirty-nine thousand three hundred and eighty-one dollars ($339,381.00) every year, starting in the Fall of 2007.                                                                                    (Continued on page 2)

College Joins ROP in Hosting
Kempthorne's Visit

Department of Interior (DOI) Secretary, Dirk Kempthorne with President Dr. Patrick U. Tellei at Bailechesau, Melekeok on Sunday, June 10th. A luncheon was held for the Secretary at Bailechesau after his tour of the Compact Road and Capitol building.

The College was very happy to have had a part in hosting Secretary Kempthorne during his recent visit to Palau. PCC provided logistical support- land and sea transport- for the two days Kempthorne was on island. The College vehicles were used to transport members of the support staff while the College's boat joined in the flotilla of other government boats which were used for the Secretary's visit to the Rock Islands. Recreation Supervisor, Ismael Anastacio and a recent graduate of the College, Gregory Meyar were assigned for work detail with Kempthorne's flight crew members -U.S. Navy Airmen from Andrews Air Force Base in Maryland.

In his letter with a Grant Award Notification (GAN) to PCC President Dr. Patrick U. Tellei, USDOE-Federal TRIO Programs Director Larry Oxendine congratulated the President for the award-winning grant proposal. Oxendine noted in his letter that because PCC-UB's proposal received perfect scores from all reviewers and placed within the top 10% of all applications, it is awarded a five-year funding cycle- highest possible. He also said that out of 988 proposals submitted from various colleges and universities across the United States, its territories and the Freely Associated States (FAS), Guam, and CNMI, PCC-UB's grant proposal was one of the 755 funded proposals.

According to Program Director Belelai, the $1,696,905.00 grant will take effect in October 1, 2007

when their current grant comes to an end. Belelai said that since receiving the initial grant award nearly twenty-five years ago (October 1, 1983) to establish the Upward Bound Program at Palau Community College, she has subsequently written a total of eight grant proposals (all funded). She said that these grants have essentially guaranteed uninterrupted funding all these years, enabling her office to continue its services to high school students throughout Palau.

The PCC-UB is a federally-funded program designed to generate in participants the skills and motivation necessary to complete high school then enter and succeed in a program of post-secondary education. The goals and objectives of the program are accomplished through supplemental and enrichment classes in addition to specialized tutoring in core courses of English, Math, Science, & Foreign Language.

It also provides counseling/advising in all facets of college planning and career exploration through summer work study.

The PCC-Upward Program is one of the four USDOE-TRIO- funded programs at Palau Community College. Others are the SSS-Project Beacon Program, Educational Talent Search Program, and the Upward Bound Math & Science Program.
