New `Palau Law Search' Database Now Available
at PCC Library Palau Community College Library would like to announce to the public that a new database called "Palau Law Search" has been added to the library's collection, and can be found in the Micronesia-Pacific section. This database was donated by Jerry Marugg of the Publication and Law Access Unit under the Ministry of State and we are very fortunate to have it. The Palau Law Search contains the complete copy of the Palau National Code Annotated, Constitution, Compact, and Court Cases (both Palau and Trust Territory), and many more, and is useful for anyone researching the laws of Palau. Anyone who is interested to learn how to use this database or need to research may stop by the PCC library. |

The Dean of Students at Palau Community College, Marensia Edward, requests the RMI Scholarship, Grant and Loan Board to look into the status of the PCC students' applications submitted to the board. The college has 25 Marshallese students, most of whom are struggling to make ends meet. "We raised $1,000 going around singing Christmas carols and many of us used that to pay our $50 registration fee," Samuel Bikajela, the president of the Marshalls student association, told the Journal. The group also regularly holds carwash days to raise money andrecently earned about $200 on one day. Edward said that they have many |
students from around the Micronesian region who receive financial assistance from their home countries and this is a big help to students. Most of RMI's students are taking English courses and learning vocational skills. For example, Joshua Lanwe from Ebeye is majoring in construction technology. "My aunty, Kiorang Sam, saw information about the college online." Bikajela was urged to apply to the college by the now principal of the Marshall Islands High School Gary Ueno. (Continued from page 2) "I'm interested in traveling and learning other customs," Bikajela said. "I'm taking office administration." Paulson Laiden from Ailinglaplap, who is majoring in electric technology, heard about the college from his teacher Dennis McFarlane at Jaluit High School. Ditto Bija Jesse, from Namu, who graduated from Jaluit High in 2007. "I've been here for six months and I'm majoring in air-conditioning technology." The Palau Community College campus is near downtown Koror and is a rambling series of brightly painted buildings. About 570 students attend the college. The Marshallese students have their own advisor, Ephraim Ngirachitei, who is also their dorm manager. Ngirachitei's message to the Scholarship officials in Majuro mirrors Edward's: "Please support these kids. They need help." Scholarship office's view |
for the US federally- funded scholarship program Pell Grant. While Pell Grant is adequate to cover tuition costs, an official from the Marshall Islands Scholarship, Grant and Loan Board office told the Journal that in the past students will apply for RMI scholarship to supplement their living expenses. To qualify, the Journal was told that all students need to do, if they're current college students, is each year submit an application form and each semester turn in their transcripts to the Majuro-based scholarship office. The official said the problems the Palau based Marshallese students are facing was addressed last year when the MISGLB office sent an official delegation comprising of then chairman of the MISLGB board Amenta Matthew, board member Lanny Kabua and MISLGB director Juliet Anitok who flew to Palau specifically to address the Marshallese students and inform them of what they need to do to qualify for the RMI scholarship. For the current school year, the official said that only two Marshallese students in Palau have applied and are RMI scholarship recipients. |

PCC Ace Pitcher Ty Saiske continued his mastery on the mound as he struck out 7, walked 2 and allowed only 6 hits in 9 complete innings to earn another win. PCC struck early in the first inning when Etitel Mad reached base on base-on-ball and scored on a double by second baseman Merei Ise. PCC scored two more in the third when Kaleb Meltel walked, reached third on a single by Kalei Luii. Meltel scored on a sacrifice fly by Sureor Ngirailemesang and Cleofas Iyar singled to bring home Kalei for a 3 -0 lead. In the fourth inning, PCC scored anew on a single by Etitel who advanced to scoring base on a single by Dekei Ngiramengior and crossed the plate on an RBI single by Kaleb to increase the lead to 4 - 0. In the top of the fifth, Ngerbeched cut the deficit to 4 0 when Saisang Saridel singled, stole second, and scored on a rare error |
by PCC shortstop. Ngerbeched continued their comeback with Thomas Rumong scoring in the sixth, C-Boy Rimirch in the seventh and, two more runs in the eighth to even the score at 5-5. In the ninth and final inning, a quick but timely conference amongst Mesekiu players allowed their offense to regroup and exploded for four runs to regain the lead at 9 5. Leadoff hitter Dekei doubled off the left field fence to reach scoring base and scored on a double by cleanup batter Kaleb. Another double by Kalei scored Kaleb. Kalei scored on a single by Sureor who scored on a sacrifice fly by Cleofas. Ngerbeched could only manage 1 run in the bottom of the inning but it was too little too late. (Continued from page 3) combined with clutch hitting that propelled PCC over Ngardmau Pirates on Tuesday and tightened PCC's grip on the top spot of Palau Major League at two full games ahead of 2nd place and defending Champions Airai Aces. Sureor kept the Pirates scoreless through the first five innings while Mesekiu scored four runs, 1 in the first when Merei Ise and Dekei Ngiramengior reached base on base-on-balls and Kaleb Meltel singled to score Merei; three in the third on consecutive walks to Kalei Luii and Merei and Dekei doubled to score Kalei, and Kaleb and Cleofas Iyar both singled to score Merei and Dekei. In the top of the sixth, the Pirates closed the gap by scoring two runs but that would be all they could rally as Sureor regained his rhythm on the mound and kept them scoreless for the remainder of the nine-inning game. With the Pirates firmly cable-anchored, the Mesekiu kept sailing scoring 2 in the seventh on RBI singles by Kalei and Merei. Mesekiu's sailing continued in the eighth as they scored four more runs courtesy of an RBI single by Kalei and a 2-RBI double by Merei. Sureor pitched a full game and earned a win. |
