The mission of the Tan Siu Lin Palau Community College Library is to support the academic programs at the college and to promote lifelong learning in the wider community with high-quality, accessible resources, information literacy training, and public outreach activities. It is the largest library in the Republic of Palau, with collections totaling over 30,000. In addition, the library serves as a community resource, open to everyone in Palau.

The collections include monographs, periodicals, government documents, videos, maps, CD-ROMs, and vertical files. While most materials are in English, the collections does include materials in Palauan, Japanese, Chinese and other languages. The PCC library is the Republic of Palau's official depository library for all publications issued by Secretariat of the Pacific Community (SPC), United Nations (UN), World Health Organization (WHO), Food and Agriculture Organization (FAO), United Nations Education, Scientific and Cultural Organization (UNESCO).

The PCC library maintains an extensive Micronesia-Pacific Collection. It houses a unique collection of materials on the Pacific region and Micronesia with particular emphasis on Palau. The Institute of Museum and Library Services (IMLS) funded a project between PCC Library and Belau National Museum in working together to increase and improve access to the image archives of the Belau National Museum.

A variety of information access services are available in the PCC Library: reference, circulation, course reserve, holds, interlibrary loan, access to special collections, self-service photocopying and scanning is also available. The library staff provides individualized and group instruction in the use of library resources, among which are both print and electronic formats.
